The Retaining the USAID'S and US Embassy's Procurement and Audit Legacy in Bulgaria and Disseminate Its Impact in the Region Project, funded by Bulgaria Fund and implement by PPNI has reached its first significant achievements.

      Public Procurement Risk Assessment and Management System (PPRAMS)

The Public Procurement Risk Assessment and Management System (PPRAMS) has been developed. It consists of several key elements - (i) explanation of the main stages of the risk management process in public procurement - including models for risk assessment, ways of reactions to the risk, documentation, reporting and monitoring of the process; (ii) establishing the risk management system/strategy in a specific organization - as a process included in the management of the public procurement activity as a whole and as a part of management of a specific public procurement project; (iii) tools for practical implementation of the risk management in public procurement  - as sample forms of documents and Check - List for assessing if there is a functional public procurement risk management strategy. 

The PPRAMS is presented in a Practical Guide, which gives a step-by-step guidance to the contracting authorities for implemented an integrated risk management in public procurement in their organizations. The Guide will be published in October 2009 and disseminated among the public procurement contracting authorities.

      Good PCM Practices. Milestones

The research on Good PCM Practices has been completed during the reported period. It covers the information for the public procurement system in 22 EU member states. One of the specific aspects of the research was focused on the measures to ensure transparency and accountability introduced in those member states. Along with the traditional elements of a public procurement system, the questions with Professionalisation and Capacity-Strengthening Functions were closely examined. The issue of integrity in public procurement was also considered in a detailed manner.  In addition, the E-procurement was discussed as one of the main tools for achieving more modern and transparent public procurement process, using the new technologies.

A number of Public Procurement Good Practices Indictors were developed as a useful tool for measuring the progress in the improvement of the public procurement system.

The results of the research will be represented in the Handbook PMC Practices. Milestones.

Some of the critical issues addressed in the PPRAMS and the Handbook PMC Practices. Milestones were identified on the basis of a research and analysis of the findings of the Public Procurement Control Authorities.
